Management Team

  • Paul D. Rector – Chief Executive Officer
  • Paul joined RJ Health Systems in February 2015 as Executive Vice President, Business Development and is now Chief Executive Officer after the retirement of Kelly DeKeyser in November 2015. In his role as CEO, Paul brings a successful track record of driving recurring revenue growth through new, repositioned, and/or overhauled marketing initiatives. As Executive Vice President, Paul was responsible for managing all aspects of sales and customer service. Prior to joining RJ Health Systems, Mr. Rector served as Chief Revenue Officer, for Engage121, where he specialized in organizational development, and market positioning & responsive packaging - all in pursuit of sustainable revenue growth. Before that, he was the Chief Revenue Officer at Heartland Publications and was a mentor at the Connecticut Innovations — TechStart incubator.

    Mr. Rector has developed a winning SaaS/Recurring Revenue sales strategy that balances sales and support resources to develop happy, loyal customers, ensuring retention and maximizing up sell capacity. Mr. Rector has extensive experience as an executive leader in new ventures with both corporate spin-outs and early stage companies. As a data-driven, top-line manager, Mr. Rector has achieved double and triple digit growth plans that have led to strategic investment, shareholder double-downs, and game-changing partnerships.

    Mr. Rector received a Bachelor’s of Arts degree in Philosophy from Trinity College in 1995.

  • Todd Cooperman PharmD, MBA, R.Ph. - Vice President, Drug Information Services and Data Analytics
  • Todd Cooperman joined RJ Health systems in June 2016 as Vice President, Drug Information Services and Data Analytics. As Vice President, Todd has extensive input to the development and maintenance of RJ Health Systems’ drug information databases. Additionally, Todd oversees the development of analytic methodology, implementation, and reporting for our various clients.

    Prior to joining RJ Health Systems, Todd worked for CVS Health, overseeing the operationalization and strategic development of the medical benefit product offering and IT systems, which included claims and prior authorization platform solutions. Todd had responsibility for analytic, strategic, and business development of drug strategies and strategic reporting for specialty drugs. In addition, Todd oversaw the CVS Health Specialty residency program.

    Todd has an extensive background in all aspects of managed care and specialty pharmacy including: utilization review, Pharmacy and Therapeutics Committee oversight, predictive and pharmacoeconomic modeling, rules engine development, formulary management, business operations, benefit design, drug Informational and claim databases, patient education, and clinical practice.

    Todd earned a Bachelor’s in chemistry from Binghamton University, Doctorate in Pharmacy from Northeastern University, and a Masters of Business Administration from the University of Hartford. Todd completed a pharmacy practice residency at Saint Francis Hospital and University of Connecticut. He is a Registered Pharmacist in the State of Connecticut and is a member of the Academy of Managed Care Pharmacy.

  • Thomas Mancini - Vice President, Information Technology Services
  • Tom Mancini joined RJ Health Systems in June 2000 as Vice President, Information Services. Tom’s primary responsibilities encompass the planning, design and implementation of the software systems that deliver the products marketed and sold by RJ Health Systems.

    He has more than 20 years of technology experience in addition to a comprehensive knowledge base in insurance, pharmaceutical, medical and government programs. Prior to joining RJ Health Systems, he was an Independent Contractor, a Project Manager for Hartford Insurance Group, an Information Technology Manager for Travelers’ Insurance, and a Computer Programmer for the State of Connecticut Department of Transportation. He has extensive experience in Workers’ Compensation, Managed Health Care, and Property Casualty Insurance with exposure to all facets of the healthcare and insurance industries.
    Tom earned a Bachelor of Science degree from the University of Connecticut. He also has several certifications including Project Management Certification from The Boston University Center for Management Development, Sun Certified Programmer, IBM Certified Solution Developer, and Oracle Certified Professional Enterprise Developer.

  • George Herchenroether – Senior Vice President, Innovation
  • George Herchenroether joined RJ Health Systems in October 2015 as a consultant, and in 2016 became Senior Vice President, Innovation. In this role he is helping RJ Health Systems explore new market opportunities and leads the development and implementation of the company’s product roadmap. More

    Prior to joining RJ Health Systems, George was an Operating Partner at Fitzroy Health where he advised high growth tech-enabled companies to improve the access, quality and affordability of health care. George brings extensive experience in operations and technology as a senior leader and executive for healthcare benefits management and home health companies. Prior to healthcare, he was a senior leader and consultant for new product and service development in finance, insurance, retail and technology.

    George earned a Bachelor of Arts in Visual Design at Lyndon State College in 1992.
